Missouri and Illinois have an enormous number of municipalities, each of which makes important zoning and land use decisions on a regular basis. St. Louis County alone has more than 60 municipalities. The process of getting development approval in many municipalities is extremely political and is subject to change at each election.

If the denial of a request is arbitrary and capricious, the courts can overturn it.
